I'm thinking violent/revenge spd/atk/hp. Or even spd/crR/hp. But looking at that, written out, I worry that I am following my usual wishy-washy tendency of picking a middle ground instead of committing to one side.
A lot of people choose to build him as a fire tank. Others say he can be a good late game DD. Someone even suggested vampire atk runes to make him self-healing. [Many six-star vampire runes in my inventory, including a legend speed rune.]
I don't have amazing runes for either extreme, atk or hp. But I can cobble together a hybrid build.
I have some time to figure this out while I farm dragons.

He's built tanky because you want to bring him whenever there's a dangerous passive, and he won't necessarily be safe. (e.g. critmillas, who will beeline for him, or any non-water that's untanked, and most of the dangerous passives are dangerous monsters, such as Perna and Zeratu)
He's directly inferior, in several ways, to Theomars for a DPS. No innate element advantage and no crit on awakening, so that's 30% less crit (except against wind) built in, and while he basically brands his target, he's eating up a slot you could've brought a better DPS (if you wanted a DPS in that slot), whereas Theomars' death protection lets him be used as a DPS when there's a slim chance (like a single untanked violent mon that isn't pure dps but can proc you to death like Veromos) he could be killed, or let him simply eat a wave when you know he'd be able to yolo-kill in return. Meanwhile, their #1/2 are identical. That being said, his 20% brand works on other mons, so if you bring him as a defbreak / passive breaker / dmg buffer, he's providing that utility even if he isn't hitting hard.
Hybrid builds are terrible on most monsters, very few is that an ideal. Among other reasons, atk/crit/critd scale off one another very hard, which is why you get ridiculous levels of damage as rune qualities improve, and why full legendaries with relevant skillups make mons into absolute superheroes. It's one thing to effectively max a stat and move on to the next best (for ones that do, like accuracy), it's another to try to do many things and be mediocre at all of them. Speaking of, your Verdehile is still not using a spd rune, which I find mind-boggling. That's his only job. I'm assuming it's because you have the atk in 6 and needed hp somewhere, but I've repeatedly said he shouldn't have that, ESPECIALLY at the expense of speed in 2. Again, that's his ONLY JOB, to buff everybody else. Spd runes on him are like speed runing every single mon you bring with you. My Verde has very high rune quality (I mean in terms of overall stats, I think it's almost all epic/legendary 6 stars that hit non-flat upgrades), but I had 2 legends with spd that missed spd all 4. One hit atk 4 times. I also got a lot of critd unintentionally. Yours is 1433atk and 99%cdmg, mine is 1319atk and 85%cdmg, so the damage isn't too far apart, and I would trade his dmg off in a SECOND if I could possibly get any more spd whatsoever. I would drop his critdmg and atk to base levels (aside from the unavoidable on slot 1) if I could, which is hard to do. Mine has 212spd and a hair under 22khp and I want a lot more of both, plus revenge, which I still can't manage to rune on him. His damage feels very low to me even with those stats, it's just not worth it.
When a DPS goes half-dps/half-tanky, they end up not being able to kill anything relevant in PVP against legit healers (Chasun, Ariel, Praha). It's one thing if it's a matter of being able to live where you want them to in PVE, and some mons, like Sig, benefit in that at least 1 attack scales off something else (in his case, mob HP), so he can better afford to keep focusing on crit dmg but have some hp at the expense of ATK, same reason Spectra is flexible and survivable, only moreso (since Spectra can't really rune DPS in 6, doesn't hit for crap outside scaling, he does more with crit/critdmg/speed than atk). That all doesn't matter for Tesarion because I can't imagine ever wanting to bring him anywhere except PVP because they make bosses immune to his debuff. That almost entirely negates the point of that, and while he'd be a passable ordinary DPS, that's really wasting a unique mon. He can't have 2 rune builds, you'd need 2 copies of him, so he's better off runing for what he's good at, and that's his unique ability. Since presumably turning off a passive entirely changes a fight (like a Zeratu being a team's only DPS and neutering him, or letting you one-shot a disabled Camilla. or stopping Veromos cleansing), you really, really don't want him to die, and you'd like him to be fast and accurate, which is where the spd/hp/hp and spd/hp/acc substats builds come from.
Could you make him a DPS, sure, but pick a job. Full DPS, fine, then you have to bring him when it's safe (and have all enemy mons tanked). That's okay, I use Hwa all the time, it's normally not hard to tank enemy mons for a single yolo DPS. But pick one. (And the vampire suggestion is silly, you'd use Vamps as broken runes if they're the best you have, but completing the set does nothing if he's built yolo. If you gain more overall stats going vamp than DPS runes, fine, but that shouldn't factor into the decision. If he's yolo he's either perfectly safe, healable from minor AE damage, or flat dead because an enemy mon can see him. Very few mons are legit on vamp, Groggo, Fire Monkey King (sort of, but he's better on Violent), scenario farmers, Ramagos. I'm testing Zerath on it so he self-heals when he AEs, but his damage will likely be high enough going rage is the difference between oneshotting very tanky mons or not, and if he's a one-and-done, who cares about restoring hp when he could outright kill.
If you don't have the runes for him, then don't build him, but I highly doubt you can't built something/broken, especially when going for a utility build.
I would highly, highly suggest revenge, regardless of what other runes get used. Revenging oblivion helps its uptime significantly. If he's yolo it doesn't matter, you don't want him being hit.
